The eastern railroads have just finished laying track to the city of Council Bluffs, Iowa. 

Find Council Bluffs on this map. [Hint:Look near the right edge of this wide map.]

We can bring our supplies to Council Bluffs which is right across the river from Omaha, Nebraska, but there is no bridge over the Missouri River. We can load the railroad equipment onto barges and take them across the river to Omaha, Nebraska.
